1. First determine what moving means
A winter in a Greek village, a permanent move to Crete and alternate living in two countries are different plans. Before collecting forms, it helps to write your own plan on one page: who moves, with what nationality, for how long, with what income and with what ties to the Netherlands?
This dossier focuses mainly on Dutch and other EU citizens. It is a general road map, checked for 30 October 2026, no assessment of a personal residence, tax or insurance file. Use the official source at each step and ask the responsible authority for confirmation for your own situation.
Start with four columns: right of residence, registration, taxes and social security. The big advantage of this classification is that a check mark in one column is not considered for a solution in the other. For example, a Greek tax number is not the same as a decision about your health insurance.
2. EU citizen: stay over three months
EU citizens can stay in Greece for more than three months under conditions. The Greek public sector information distinguishes among others employees, self-employed persons, people with sufficient resources and full health coverage, students and certain family members. Those covered by the obligation to register must, after the first three months, personally go to the competent police authority of the place of residence for registration. The government does not describe this as a fully online procedure. [1]
Ask in advance which category applies to you and which supporting documents are included. A contract of employment tells something other than a pension statement, and a temporary holiday address is not necessarily the appropriate basis for permanent residence.
Keep the registration confirmation and a copy of the documents submitted. Please also note which authority issued the document. This makes it easier to resolve an address change or supplementary question later.
3. Partners and family without EU nationality
The passport of each member of the family matters. A Dutch residence permit does not automatically give a partner all the rights of an EU citizen in Greece. There is a separate procedure for family members of EU citizens who have their own nationality outside the EU. The Greek Migration Service shall describe an application for a residence document within three months of arrival. [2]
Therefore, check the route for the family as a whole. Ask what documents are needed to demonstrate marriage, partnership, descent or dependence. Let also confirm whether translation or legalization is required; do not let good luck translate all documents into any form.
Those who do not have an EU nationality or appropriate family relationship should examine their own admission grounds. Renting or buying a property is not in itself a general residence permit.
4. Leaving the Netherlands: the BRP rule
According to the NetherlandsWorldwide, if you stay outside the Netherlands for more than eight months within twelve months, you should register with the Dutch municipality. Those months don't have to be tied together. The retention of a Dutch home does not change that obligation. [3]
This is a population registration rule. It is not a statement that until the eighth month you cannot have tax obligations or registration obligations anywhere else. The different countries and arrangements look at their own criteria.
Plan the write-out with your municipality and ask how a proof becomes available when a foreign authority asks for it. Then keep address details up to date. Post that continues to go to an old address can turn a small administrative problem into a missed term.
5. Documents, DigiD and a reachable address
The personal data will be registered as non-resident upon deregistration; the SSN will be retained. The NetherlandsWorldwide explains how and when you report your departure. Prepare that in time, rather than discovering after arrival that a procedure requires personal presence or additional documents. [5]
In addition, walk through the official emigration checklist. Think of DigiD, identity documents, messages from government agencies and passing on a foreign address. A working login to the laptop is not enough if the second factor is on a phone number that you cancel. [6]
Create a secure digital document folder and store important originals separately. Do not share complete identity copies in public emigration groups. In any request, ask who needs the document and what procedure.
6. Keeping AFM, myAADE and AMKA apart
The AFM is the Greek tax identification number. AADE describes an application route for a tax number and access key, including identification via the dedicated digital channels. A number of applications and residence for tax purposes are different transactions. [7]
myAADE is the digital environment of the tax authority. Make sure you know who has access and what contact details are in the file. If an accountant helps you, then clearly agree on what actions it carries out and how you can see for yourself.
AMKA has a function in social security. Work, registration and insurance position are related, but a number is not a general guarantee on any care performance. EURES provides an overview of the Greek labour and administrative context, including AFM and AMKA. [8]
7. Tax residence: counting more than days
AADE mentions as criteria a permanent or main residence, usually residence and the center of personal and economic interests. In addition, more than 183 days present in a period of 12 months provide tax residence from the first day of attendance. The source also describes a specific exception for certain exclusively private reasons. [4]
The popular line below 183 days I pay no tax anywhere is therefore incorrect. The number of days is one part of the assessment. Work, family, home and other relevant circumstances may have separate weight.
Before departure, have the Dutch and Greek positions examined together. Map arrival dates, income sources, homes and family ties. The correct question is not which address is most advantageous, but which rules apply to the actual situation.
8. Income, conventions and special arrangements
There is no uniform EU rule that determines where all your income tax is paid. National rules and tax treaties play a role; different types of income can be treated differently. A Dutch pension, wages, profits from company and income from property are not interchangeable categories. [9]
Therefore, ask an advisor for an overview by source of income, with the relevant Treaty provision and reporting obligations. Avoiding double taxation does not mean that you will ever have to submit a form in one country.
Greece has special tax regimes for certain new tax residents. For this purpose, AADE describes separate conditions and applications. An attractive ad over a reduced rate is not proof that you are eligible. Have the admission checked and consequences before you build a moving budget on it. [19]
9. Pension, AOW and the year of departure
Living or working outside the Netherlands can affect insurance for AOW and Anw. The SVB explains that this insurance stops in many situations and that voluntary insurance may be possible under conditions. Check your own position and any application periods before departure. [10]
In addition, make a list of pension administrators and benefit institutions. Ask which address, bank and life permit procedures apply. A change in the country of residence does not have to work in the same way with each organisation.
The Tax Office has a separate emigration checklist. The departure year, remaining Dutch income and possible special attacks deserve attention. A general blog about living in Crete is not a substitute for that control. [11]
10. Organise health insurance before the move
Within the European rules, the competent state of health and social security depends inter alia on work, residence and personal status. Nationality alone does not decide that. European information distinguishes different situations, including workers, pensioners and people temporarily staying in another country. [12]
Ask your current insurer and, where appropriate, SVB or CAK to determine what the move means. Don't cancel insurance because an Internet group says that all immigrants follow the same route. Place the input and end dates of the different covers next to each other.
Also check the practical access: GP, specialist, repeat medication and care in the region where you actually live. A policy overview and a accessible care facility are two different parts of a workable plan.
11. CAK, S 1 and the boundaries of the EHIC
For some people with a Dutch pension or a benefit, the foreign scheme applies through the CAK. The CAK must assess whether the conditions are met; the possession of any pension does not automatically give access. The current CAK information reports possible changes around early retirement. Therefore, request an assessment based on your own income and removal date. [13]
One S 1 Document belongs to specific cross-border insurance situations. The EHIC is intended for medical care during a temporary stay in accordance with the applicable conditions. The European Commission warns that the card is not travel insurance and is not intended to replace the appropriate care registration after a normal move. [14]
Transport to the Netherlands, private care and planned treatments require their own control. Do not assume full coverage based on the European logo on a map.
12. Working for a Dutch employer
Moving a laptop is easier than moving an employment relationship. Where you work physically, it can affect the employer's wage records, taxes, social security and obligations. The European Commission explains as a general line that a single social security system usually applies, with special rules for posting and working in several countries, among others. [15]
Discuss the plan with the employer before departure. Record working days per country, duration, work and any return arrangements. An oral agreement of a supervisor is not automatically a final assessment by the salary administration.
A self-employed person must also examine where the company and activities belong administratively. Working remotely does not mean working outside regulations. Moreover, a digital nomadic scheme for non-EU nationals is a different route than the right of residence of a Dutch EU citizen. [16]
13. Choosing a property that also works in winter
A holiday home is often judged by views and terrace; a house for daily use also on insulation, heating, moisture, accessibility and amenities. Therefore, make a visit list that goes beyond the living room photo. Ask for water, hot water, electricity, internet, maintenance and appointments in case of malfunctions.
Examination in writing of the duration, deposit, cancellation and allowed residence. Let unclear provisions explain before you sign. A summer price or oral commitment does not say enough about an annual contract.
The purchase includes independent legal and technical checks that match the specific property. Have property, borders, permits and relevant obligations assessed, inter alia. This file cannot approve a house or seller; the documents of the concrete object are decisive for that purpose.
14. A budget based on your own life
A ruling like Greece costs half is not a moving budget. Make a distinction between one-off costs, fixed monthly expenses and irregular expenses. Calculate with your own home, transport, need for care and travel patterns. Use current quotes for large items.
| One-time | Returning | Reserve |
|---|---|---|
| Removal, travel, temporary accommodation | Rent or financing and utilities | Repairs and replacements |
| Deposit, equipment and connections | Health, transport and communication | Unexpected travel |
| Required professional guidance | Taxation and administration | Income interruption |
Fill in amounts and also calculate a more cautious scenario with less income or higher spending. A reserve is not only money for bad luck; it gives time to take decisions quietly if the first solution does not work.
15. Bringing car and furniture
If you move permanently, you need to check the registration and tax position of a car taken. The EU information refers to national procedures and exceptions. Do not take over a general term from another country as if it were automatic for Greece. [17]
AADE describes conditions for certain customs and tax exemptions in case of transfer of habitual residence. A moving car or Dutch registration number does not automatically give entitlement to exemption. Ask what conditions, evidence and request times apply to your situation. [18]
Make an inventory for the furniture with value, dimensions and insurance. Compare transport offers on the same cover and delivery conditions. A cheap ride to the port is not the same as delivery in a narrow street on Crete.
16. A workable order
Start a few months in advance with the personal starting point and the questions to competent authorities. Then work out home, income and care. Have documents and registration connected, with sufficient space to obtain missing documents.
Upon arrival, the procedures that require personal presence or a local address will follow. Keep a log with date, contact person, submitted documents and follow-up appointment. Save receipts. An orderly file helps more than tell the same story over and over again.
Plan a re-evaluation after the first period: is the insurance position still correct, is the address known everywhere and which returns are coming? In the meantime, don't forget normal life. A language lesson, permanent shop or activity can help to build contacts without making any conversation an administrative project.
17. Frequently asked questions
Do I need a digital nomad visa as a Dutchman?
The EU residence route and a digital nomad scheme for non-EU nationals are different routes. As a Dutch citizen, first check the conditions and registration for EU citizens. [1][16]
Can I stay registered because I keep my Dutch house?
The maintenance of a home is no exception to the mentioned BRP rule of more than eight months outside the Netherlands in twelve months. [3]
I'm under 183 I don't suppose there's a Greek resident?
No. Other tax residence criteria may also be relevant. Let the facts and the treaty be assessed together. [4]
Do I automatically keep my Dutch health insurance?
No. Allow the competent State and the appropriate coverage to be determined on the basis of your own living, working and income situation. [12]
Is an EHIC enough to emigrate?
The card is intended for temporary stay and does not replace the correct care scheme in case of removal. [14]
What's the best first step?
Write nationality, family, duration of stay, income, work and desired removal date on one sheet. This will enable the competent authorities and advisers to provide targeted answers.
